The camera pictured is the average speed type that tends to be through roadworks (ANPR), but the discription suggests a gatsometer camera, the kind used in the MIDAS gantries on the M25 and M42. Average speed cameras I can live with, they serve a purpose and generally allow the flow of traffic (they are installed on the A14 where the road is now a little slower, but shunts are right down), but the flashy / instant penalty ones are tantamount to your sneaky copper hiding behind a bush and can cause sudden braking.
God only knows how it costs £12m though
