Hi all. Got my PCN through from the the lovely CCTV parking enforcement chaps at Richmond borough today (yes Villa, you may laugh). Like many others that night, I had decided not to take advantage of the single yellow line which restricts parking on Station Road between 8.30am and 6.30pm, opting instead to assist traffic flow by banking two wheels on the pavement. When the PA announcement at the beginning of the game warned that anyone parking on the pavement would be penalised, I dashed out and moved, but a wanky little smart car with 'CCTV' emblazoned on the side and a bulbous black camera atop it's roof was just a couple of cars in front of me and I figured I'd been done.
Anyone else at that game get caught out? I will almost certainly appeal and almost certainly lose, but it'll put the whole thing on hold for a month or two.
I do understand that one is not allowed to park in this way, but it is ironic that the carnage on that road would have been even worse if everyone who was being 'considerate' had parked 'legally'. I drive into central London most days and have had a few fines over the years, but untl this January had not been caught out for 2 years.

If you expect to lose, I would just pay the fine at the reduced rate, rather than waste time and money. I know it sucks, and is frustrating, but why pay more than you have to. You would also need to go over there to sit at the arbitrators, so yet more cost.

Beware tickets that come through the post

New regulations brought from spring 2008 mean you can now get a ticket through the post in England and Wales, if caught on CCTV.   

This makes it more difficult to gather evidence for an appeal because the 'contravention' would have taken place days before. The only plus side is that you have 21 days if caught on CCTV, instead of the usual 14 days, to pay at the reduced rate.

For example, did you know that the sighting of these cameras should only be in areas where enforcement is "Difficult or sensitive and CEO enforcement is not practical"? However the reality is that these cameras are everywhere and anywhere, regardless of the governments guidelines, because that is where the council will generate the most revenue!

If there are a few with tickets, you may want to get one registered at ticketbusters.co.uk and see what info you can all get. It £4.99 to register though

Serious post from me...

Until 6 months ago, I was told the following about 2 local councils in our area.

The wardens (ie the counci)l only have the ability to issue tickets regarding parking offences where cars are parked 'wrongly' on the road. If you park fully on the pavement, then they can't do anything. That becomes a matter for the police, only if someone informs them and you are causing an obstruction.

Being a white van man I have a beef with the plod. In New Romney ( such a huge town ) one of my customers is in the high street and close to a pelican crossing. For years i have parked in the zig-zag area to make my deliveries. Taking at the most 40 seconds- to a minute. In past years the village had a beat copper who would allow such parking because he knew it took that amount of time.
But now things have changed, the copper (a different one ) tells you to move. A few months ago, whilst delving in the back doors, I heard someone shouting. Stepping back, I found a copper sitting in his car in the zig-zag area with his passenger window down hollering at me to 'move it off or you'll get a ticket'. Ignorant f**ker couldn't even be bothered to get out of his car.
So I jumped in the van and indicated to pull out and double park with hazards directly in front of him. Got out the van and made my delivery. I hung about in the shop a while and went back after a minute. He was still there, still trying to get around my van with a face like thunder. I gave him a smile, which I don't think he appreciated.
But I just find the coppers of today so ignorant

Tried to put this on H&R forum as i'm sure one of theirs, or more likely dozens of visiting away fans will have fallen foul of this ridiculous pair of single yellows, but it appears to have been closed down due to inactivity. Cobblers.

I don't think that was the case. I just about got my bike in their carpark.
The worst thing is being considerate and not blocking a narrow street by parking legally, meant he had to pay a fine.

My pal had the same issues in his street in welling. Block the road or get a ticket, until a fire engine had trouble at 2am. They now have bays on the pavement, surprise surprise!

There was loads of room in their car park (if you can call it that) if you could manage to get pass the white van that was parked absolutely ridiculously in the bottom car park, I'm glad we went there in August and not in Jan/Feb where driving across that field would have been very interesting indeed.

That's why i'm debating my appeal (I've got a couple of weeks). The "62J" contravention is indisputable - "Parked with one or more wheels on or over a footpath or any oher part of a road other than a carriageway (camera enforcement)", but I genuinely think that the layout is wrong. Single yellows on either side of a busy narrow street where emergency access could be necessitated and impeded need to be reviewed. One side should be double yelows, no brainer.

it will soon be illegal to park ANYWHERE in kent  other than your own drive

 WHY ?????????

cause kent police have got to get rid of 1500 staff in next 4 years ,  so the money to keep the rest in luxury has got to come from somewhere !!!!!!!!!
