Welling have confirmed that a proposed transfer will not be completed at this current time.
Pugh has a minor knee injury which he played through against Dartford last week but is likely to keep him sidelined for around a week.
As a result, Cambridge did not want to complete the transfer on Thursday afternoon. The two clubs had agreed an undisclosed five-figure fee for Pugh as well as provision for a sell-on clause.
At this moment in time, Pugh remains a Welling player and the club are in no rush to sell him.
If another acceptable offer comes along for him then the club will, as in this case, allow him to talk to other interested parties.
But Welling will not sell him for less than what they believe is his value and have already rejected two tentative enquiries for him, although neither club made a formal offer in the end.
Pugh has already gone on record to say that he will only leave Welling for full-time football and the club would not want to stand in his way if the terms are acceptable to all parties.
As Pugh was expected to leave the club this week, manager Jamie Day signed Warren McBean on non-contract terms. That move still stands and McBean will be in the squad against Truro this weekend although the knee injury will rule Pugh out of the game.
Meanwhile, on-loan goalkeeper Nick Pope has been recalled by Charlton Athletic to cover a suspension for this weekend's FA Cup game so Day has brought in the experienced Simon Brown, who was released by Cambridge United earlier this week.

Starting as an apprentice at Tottenham, the Chelmsford-born stopper made over 140 appearances for Colchester from 1999 before representing Hibernian in the SPL.
Prior to making thirty-two appearances, he enjoyed spells at Brentford, Darlington and Northampton, from where then boss Martin Ling brought him to the R Costings Abbey.
